The Library Board of Trustees shall make recommendations to the city council and the city manager on the general policies of the library and such specific matters that may affect Cottonwood public library users as they see fit. The library board is advisory in nature except in the area of adopting policies concerning patron/staff interaction, including a system of fines, developed by the library director and presented to the board for a majority-vote approval.
